In the UK, the Soil Association standards for producers has this requirement:
Section 41.2.9
You must not:
- wash organic fruit and vegetables in water with m ore chlorine than allowed in drinking water (5ppm)
- use wax coatings directly onto fruit or vegetables.
In the USA, different rules apply - see here: http://organic.lovetoknow.com/do-organic-apples-contain-wax for example.
Other countries and certificating bodies will also have their own rules.
